On July 21, 2026, OTIT published field-specific operational guidelines for automobile maintenance and the wood industry under the Employment for Skill Development program. Employers should read them before preparing acceptance plans.

Why field-specific guidance matters

General guidance explains the program’s purpose and framework. Actual eligibility depends on the permitted duties, development sequence, employer conditions and field-specific procedures. These details determine whether a proposed workplace and job can be included in an ESD plan.

Checks for accepting employers

  1. Does the proposed work fall within the designated category?
  2. What skill level will be reached over the three-year plan?
  3. Who will instruct the worker and support Japanese learning?
  4. When and how will safety education be provided?
  5. How will occupational and language progress be assessed?

Preparation by supervising support organizations

A plan cannot be prepared by filling numbers into a generic template. The organization must understand the employer’s work process and document the match between eligible duties, instruction stages, trainers and assessment evidence.
