Operational Guidelines Published for Automobile Maintenance and Wood Industry

On July 21, 2026, OTIT published field-specific operational guidelines for automobile maintenance and the wood industry under the Employment for Skill Development program. Employers should read them before preparing acceptance plans.

Why field-specific guidance matters
General guidance explains the program’s purpose and framework. Actual eligibility depends on the permitted duties, development sequence, employer conditions and field-specific procedures. These details determine whether a proposed workplace and job can be included in an ESD plan.
Checks for accepting employers
- Does the proposed work fall within the designated category?
- What skill level will be reached over the three-year plan?
- Who will instruct the worker and support Japanese learning?
- When and how will safety education be provided?
- How will occupational and language progress be assessed?
Preparation by supervising support organizations
A plan cannot be prepared by filling numbers into a generic template. The organization must understand the employer’s work process and document the match between eligible duties, instruction stages, trainers and assessment evidence.
